It is my pleasure to present this message as the Minister of the Constitutional Affairs of the Federal Republic of Somalia. The Ministry has two major roles. The first is to provide the overall organizational facilitation of the smooth execution of the tasks throughout the period of the review and implementation process of the constitution; and the second, is to strengthen the coordination of all institutions that are involved in the constitution review process in Somalia. Our mandate is to promote and facilitate political and public consultations including tasks of the Federal Government and other Federal Member States as well as the political, social and cultural organizations and the Somali society in order to devise an open, transparent and inclusive atmosphere of the constitutional review process in collaboration with the constitutional mandated committees and other relevant institutions. The Ministry is also responsible for overseeing the implementation of the constitution.
In light of the above responsibilities, this user-friendly website is developed which is intended to serve as an interactive forum for sharing information on the progress being made in the constitutional review process with citizens. It is our priority to not only share information with the public but also to take stock of the diverse views and perspectives that the different sections of the society have about the constitutional review process. Dialogue and public outreach will serve as the vehicles for establishing ‘common views’ on some of the politically contentious issues. The Ministry, in collaboration with the Independent Constitutional Review and Implementation Commission (ICRIC) and the Parliamentary Oversight Committee, strives to ensure that the efforts of the different federal and federal member state institutions involved in the constitutional review process are coordinated and synchronized to ensure the buy in of all actors.
As part of our leaving no one behind agenda, a dedicated portal is created within the website, providing the official documents, reports, news and articles that are aimed at providing a one-stop solution to all issues related to the constitution. Social media accounts, such as Facebook, Twitter and YouTube are also created to promote the content of the website on social media platforms. Managed by well trained professionals, this website serves as a quick window for the public outreach, civic engagement, and communication of constitution review process, helping the public access the vital information about the constitution effectively and efficiently.
